Short Description: Changes the way allow/deny checking operates.

Description:
SPR# PPET57PSDB - This fix allows SMTP inbound allow/deny checking to match on full fully qualified domain name parts rather than substring matching. This change would allow/deny mail from "mydomain.com" to be accepted when "domain.com" is in the inbound sender controls Allow/Deny fields of the server configuration document. This functionality can be enabled using "SMTPStrictInboundAddressAllowDenyCheck=1" in the notes.ini.
