Dynamic group
It's a Lotus Notes 7.0 embedded IM client setting.
The dynamic group appears in your contact list whenever you're reading an e-mail, or any document with From/Principal/SendTo/... fields.
It shows up at the top of the contact list, and is named after the e-mail's subject.
IM_DYN_Group_Open_State is just the remembered state of this group, either expanded or collapsed.
Keeping this group collapsed makes sense if you don't want your contact list to jump up and down every time you open an e-mail.
This feature (dynamic group) was not brought forth in later versions.
