The documentation on the notes.ini parameter MailLogToEventsOnly was incorrect. It has been updated in the Release Notes for Domino 6.5.4 with the following:
Description: Use this variable to increase performance for logging mail event messages:
0 - Enables logging of mail event messages to the Domino console.
1 - Disables logging of mail event messages to the Domino console.

Note (if you set this you might see the following output every time when a email is routed):

Default value:
0 - console logging enabled.
Syntax:
MailLogToEventsOnly=0/1
MailLogToEventsOnly=0/1
